Forskningsprogrammet utformades av en regeringskommission, Kommissionen för lokal demokrati, i samarbete med medlemmar av den tidigare forskningsgruppen för lokal förvaltning. Syftet med detta projekt var att utvärdera den omfördelningsreform som hade genomförts fem år tidigare, till viss del i relation till forskningsresultaten från det tidigare projektet. I fem kommuner, som skulle bli föremål för mer intensiva studier, omfattade intervjustickprovet 300 personer per kommun. I de övriga 45 kommunerna omfattade stickprovet 40 personer per kommun. Intervjuskalan innehöll frågor om respondenternas åsikter om de lokala myndigheternas prestationer inom olika områden, såsom barnomsorg, äldreomsorg, skolor och bostäder. En fråga om prioriteringar av aktiviteter omfattade 14 tjänsteområden och inom varje område tillfrågades respondenten om tjänsten var bra som den var, behövde utökas eller kunde minskas. Andra frågor handlade om respondentens kontakter med lokala förvaltningsmyndigheter i specifika ärenden. Dessa följdes av frågor om politisk aktivitet, dvs. aktivitet som rörde kommunala beslut och planer, via politiska partier, via lokala myndigheter eller via manifestationer och aktionsgrupper. Ett antal frågor mätte respondenternas kunskap om lokala valfrågor, namnen på kandidaterna, den politiska majoritetssituationen i kommunerna och den personliga bekantskapen med lokala politiker. Den intensiva studien av fem kommuner, Grästorp, Kävlinge, Linköping, Luleå och Sjöbo, innehöll samma frågor som väljarundersökningen, men den innehöll också ett antal frågor om specifika lokala frågor och lokala tjänster. Medborgarundersökningen omfattar respondenter från samtliga 50 kommuner. I fem kommuner genomfördes mera omfattande undersökningar och urvalet bestod där av 300 personer per kommun. The second project started as a result of a decision of the Swedish Parliament taken in December 1978. The research program was designed by a government commission, the Commission on Local Democracy, in collaborations with members of the previous Local Government Research Group. The purpose of this project was to evaluate the reapportionment reform which had been implemented five years earlier, to some extent in relation to research findings of the previous project. Other questions dealt with the respondent´s contacts with local administrative authorities in specific matters. These were followed by questions on political activity, i.e. activity which concerned communal decisions and plans, via political parties, via local government officers or via manifestations and action groups. A number of questions measured the respondent´s knowledge of local election issues, names of the candidates, the political majority situation in the communes, and the personal acquaintance with local politicians.
