      <abstract xml:lang="en" contentType="abstract">This dataset is based on survey data collected from 110 community forests across four major regions of Ethiopia. The purpose of the study was to empirically analyze the determinants of success in community forestry (CF) and to characterize the institutional attributes of these systems. In particular, the research sought to identify the key characteristics and factors that define successful community forestry.
Measures of success focused on improvements in the subsistence value and commercial value of community forests. Two main indicators were used:
- User groups’ and foresters’ rankings of forest condition, i.e., the perceived subsistence and commercial value of the forest.
- The value of forest products harvested from the commons.
In addition, Elinor Ostrom’s design principles were applied to assess the institutional strength of CF systems.

This portion of the dataset (see 1262-2 for Part 2) focuses on institutional characteristics and governance systems. It includes information on:
- The history and establishment of the community forests.
- Operational rules, collective-choice arrangements, and constitutional-choice processes.
- Governance systems, including organization of forest protection.
- Criteria determining who qualifies as a beneficiary of the resource.
- Conflict resolution mechanisms.
- Involvement of external and local organizations.
- Broader performance outcomes.

All non-quantifiable aspects are included in this section. The questionnaire structure was primarily multiple-choice with Likert-scale responses, supplemented by a small number of open-ended questions. The survey was carried out in 2012.</abstract>
