Description of sampling:
A total of 7,504 reports were received by the Swedish Press Council during the period 1916-1987. The majority were received during the latter part of the period and only 875 cases during the period 1916-1969. A systematic selection over the entire period would therefore result in too little material from the first period. This was solved by a combination of total selection and random selection. All cases received during the period 1916-1969 were coded. Of those received thereafter, every fifth case was coded. The Press Ombudsman's diary of received reports was used as a starting point for the coding. After having established that there was no built-in periodicity in the diary, it was decided to select every fifth case in the order in which they were received. For each year, a "starting number" was determined using a dice.

In total, the collected material comprises 2,213 cases, of which 875 were received before 1970 and 1,338 were received during the years 1970 to 1987. A small number (9) in the PO's diary were taken up by, for example, requests for referrals. These numbers were deleted. There are also cases that were received by the PressCouncil's secretary during the years when the board was dormant during the war. 18 of these cases, which were received from the beginning of 1939 to June 1945, were written off en masse by the board when it reconvened. Regardless of what the case was, the PO considered that they had become too old to be processed. These cases have also been deleted from the material. The material used for analysis then left 2,186 cases, of which 857 were received before 1970 and 1,329 thereafter.
