Functions of the press: Organizations´ study - Study of associations

This study is part of the research programme The Role of the Press in Society, a project initiated by the 1972 Commission of tbe Press. The starting point for the research programme was the situation in the Swedish press at the beginning of 1970ies. At the time the newspaper market in Sweden seemed to be at some sort of changing point. The party press structure had been broken up by the concentration process on the newspaper market. On the other hand new types of newspaper were expanding. At the same time millions of SEK went to the newspaper industry from the government. For many newspapers this money seemed to be the only way of keeping alive. At this point the question put by the 1972 Commission of the Press was: how meaningful are those subsidies? According to which principles shall subsidies be given? To answer these questions other questions had to be asked: Which role do newspaper play in the Swedish society of today? Which significance do they have for the work of a democratic political system? For the reporting of political news? For the public opinion formation?
The survey illustrates how organizations regard their relation to the local area, to the general public and members and which part various types of media play in the work of the organization. Further some questions were put about which role the daily press should have in political life.

Utgångspunkten för forskningsprojektets val av geografiska områden för intensivstudium var de sk blockregionerna. Dessa bedömdes vara de mest lämpliga urvalsenheterna, bl a därför att de också utnyttjas i den officiella tidningsstatistiken. Blockregionerna är också lätthanterliga för mer detaljerade studier på kommunnivå. Urvalet av undersökningsenheter skedde i två steg. Först uppställdes en urvalsram. Denna bestämdes av tre huvudvariabler: socioekonomisk struktur, politisk situation och konkurrensläge på tidningsmarknaden, både regionalt och lokalt. Som mått på den socioekonomiska strukturen utgick man från tätortsgraden i respektive blockregion. Politisk struktur bestämdes genom att andelen socialdemokratiskt/kommunistiskt (vpk) röstande jämfördes med andelen som röstade på borgerliga (m,fp,c) partier. Någon hänsyn till partier utan riksdagsrepresentation togs ej. Med utgångspunkt från graden av lokal och regional konkurrens på tidningsmarknaden gjordes därefter en indelning av de 70 blockregionerna. Utifrån fördelningen av blockregioner valdes 30 regioner som preliminära undersökningsenheter. Hänsyn togs härvidlag till kravet på en regional fördelning av områdena i landet och att storstäderna ansågs givna i undersökningen. Målet var inte att undersöka ett stort antal regioner. I stället eftersträvades ett fåtal typområden som skilde sig åt framför allt genom olikhet i socio-ekonomisk/politiskt avseende och i fråga om mediesituation. Utifrån den socio-ekonomiska och politiska strukturen (som i stort sett sammanfaller) valdes två regioner med borgerlig och två med socialistisk (s+vpk) majoritet i valmanskåren. Inom respektive block valdes ett område med tidningskonkurrens och ett med monopol. Slutligen knöts urvalet till två kommuner inom varje region för att ytterligare renodla situationen. Följande regioner valdes: FALUN/LEKSAND (borg. maj + konkurrens); MALMÖ/TRELLEBORG (soc. maj + konkurrens); GÖTEBORG/LERUM (borg. maj + monopol); VÄSTERÅS/HALLSTAHAMMAR (soc. maj + monopol). I de fyra kommunerna Leksand, Malmö, Göteborg och Västerås har samtliga delstudier inom projektet genomförts. De övriga kommunerna förekommer i vissa delstudier.
